One thing about scooters today has to be the problem of transporting bulky luggage that can be easier if you use a car. While scooters seem to have limited options, leave it to the creative minds of designers like Elliot Ortiz to do the tweaks. And the result is the Cargo scooter which possess everything a standard scooter would have plus resolving the problem of storage.

Now this can evidently change the complexion of how scooters can be used to transport luggage. Again, it is all in the conceptualization stage.
